Foster Student Services
The Every Student Achieves Act provides all children and youth in foster care with core protections for school stability and school access through a statutory vehicle that is separate from the McKinney-Vento Act, and that outlines clear, distinct, and appropriate responsibilities for both the education and child welfare agencies. These amendments will remedy the significant challenges in implementing the McKinney-Vento Act for children and youth in foster care and build on the legislative foundation provided by the Fostering Connections to Success and Increasing Adoptions Act.
If your family lives in any of the following situations your school-age children may qualify for certain rights and protections under the federal McKinney-Vento Act:

In a shelter In a motel or campground due to the lack of an alternative adequate accommodation

In a car, park, abandoned building, or bus or train station

Doubled up with other people due to loss of housing or economic hardship

Unaccompanied youth includes youth, not in the physical custody of a parent or guardian
Once identified, students in the McKinney Vento program are eligible for educational services that remove barriers and support achievement. These include:

Immediate or continued enrollment in school

Transportation assistance (if applicable)

Free school meals
-
Academic support/recovery, school supplies and other resources

Fee waivers (for some FPS programs)

Referrals to educational and community services
